While leaders from Rwanda, South Sudan, Uganda, and Tanzania graced the extraordinary East African Community (EAC) Heads of State Summit on Friday, June 7, notable by his absence was Congolese President Félix Tshisekedi, who chose to boycott the virtual gathering.
The absence of representation from Kinshasa cast a shadow over the event, chaired by South Sudan’s President Salva Kiir Mayardit, who assumed the role of Summit Chairperson.
In a notable diplomatic move, high-level delegates stood in for the missing heads of state, with Burundi and Kenya being represented by Vice President Prosper Bazombanza and Prime Cabinet Secretary Wycliffe Musalia Mudavadi respectively. However, the glaring absence of the Congolese delegation underscored deeper rifts within the EAC.
Reports suggest that President Tshisekedi’s absence was motivated by dissatisfaction with statements made by Kenyan President William Ruto regarding the security crisis in eastern DR Congo. Ruto’s remarks questioning the origin of the M23 rebels and their implications on regional security appear to have irked Tshisekedi, whose government is grappling with multiple militia groups in the troubled region.
The security situation in eastern DR Congo has become increasingly precarious, with clashes between government forces and the M23 rebels threatening to escalate into a wider conflict. Efforts by the EAC to mediate and stabilize the region have faced setbacks, including the expulsion of the EAC Regional Force (EACRF) and its replacement with a SADC mission operating under an offensive mandate.
The departure of the EACRF, originally deployed to facilitate peace talks and support a ceasefire, raised concerns among regional leaders, including Rwandan President Paul Kagame. Kagame expressed surprise at the abrupt change in mission and emphasized the need for dialogue and cooperation among regional blocs to address the underlying issues fueling conflict in eastern DR Congo.
As tensions simmer and security challenges persist, the absence of key stakeholders from crucial summits like the EAC Heads of State Summit serves as a stark reminder of the complex dynamics shaping regional politics in East Africa.
Efforts to achieve lasting peace and stability in the Great Lakes Region continue to face formidable obstacles, necessitating sustained diplomatic engagement and cooperation among all stakeholders.
