The Kampala Capital City Authority’s 2020–2025 ambitious five-year strategic plan, launched with much fanfare in September 2020, envisioned that by June 2025, Kampala would have changed into an inclusive, liveable, resilient, and well-planned metropolis offering abundant employment opportunities. However, just two shy of June 2025, an in-door report by the Kampala Capital City Authority has revealed glaring shortcomings, with the overall implementation of the strategic plan standing at only 35.5%, far below the halfway mark of the initial goal.
